Justin Helms joined Northern’s Operations Department in 2022.

Justin has a facilities maintenance background  having previously worked for many years in pump repair and construction companies.  He is responsible for Northern owned roads and sidewalks throughout the District as well as catch basins and other storm water facilities.

• Manages all Northern owned roads and rights of way, including signage and roadway drainage
• Performs sidewalk inspections and oversees required maintenance
• Administers catch basin inspections and cleaning
• Maintains roadway, sidewalk and catch basin maintenance schedules
• Maintains road, sidewalk, signs and catch basin inventory
