Kim Leser joined Northern as Staff Engineer in 2021 and was appointed as District Engineer by the Board of Supervisors in October 2021.

Ms. Leser graduated from the University of Florida with a BS Degree in Environmental Engineering and is a licensed professional engineer.  Prior to joining Northern, Kim worked with Northern for over 15 years as one of the District Engineers through Arcadis.  Kim’s experience includes engineering design, construction and project management for residential, commercial and industrial land development projects.  She has worked with private and public sector clients, special districts and CDDs.

Kim has over 20 years of experience in Civil and Environmental Engineering project related development.

• Oversees Engineering & Environmental Operations for the District
• Oversees Permitting and Plat Program for the District
• Coordination with District Counsel, Bond Counsel and the Executive Director regarding District Matters including Creation of Plans of Improvement, Amendments to Plans of Improvement, and other District Activities.
• Coordination with Project/Consulting Engineers for project development
• Preparation and oversight of the five-year Capital Improvement Plan
• Preparation of Annual Budget
• Managing and reviewing of engineering and construction contracts, including public bid contracts
• Emergency Management and Preparation
